We published a methodology for monitoring the misuse of public resources during elections
Months of work, weeks of observation, days of training, hours of discussion, minutes of insight, and seconds of genius 😉 have culminated in today’s publication: "How to Monitor the Misuse of Public Resources During an Electoral Campaign?"
Inside, you will find a detailed explanation of why and how to conduct an observation mission regarding the use of public resources. Drawing on our experiences from the 2023 parliamentary elections—during which we conducted such a mission—we have developed a methodology designed for future application. You will also find practical appendices, such as an observation form for local newspapers.
If you are interested in this phenomenon and would like to learn more about monitoring it, we encourage you to give it a read!
PS: We welcome your comments and feedback.
The publication "How to Monitor the Misuse of Public Resources during Elections" was prepared as part of an initiative supported by the Ludwika and Henryk Wujec Civic Fund and the Watchdog Polska Civic Network, and draws upon experiences gained during Poland’s first-ever monitoring of the misuse of public resources in parliamentary elections—conducted in 2023 and supported by the National Endowment for Democracy.
